Chisinau is the capital and largest city of Moldova and has experienced an increase in motor vehicles, resulting in worsening traffic congestion and frequent accidents. In 2010 alone, more than 500 traffic accidents occurred, leaving over 60 people dead. As a result, the government urgently needed an Intelligent Transportation System (ITS) to standardize routine traffic behavior, improve traffic conditions, and attract more tourists to expand revenue streams.
Existing video surveillance devices were deployed for only a few intersections and some of the devices were damaged from lack of maintenance. When traffic congestion occurred because of bad weather, traffic accidents, or traffic violations, the traffic authorities lacked accurate on-site information to take quick or effective action. The legacy surveillance devices could also not take snapshots of traffic violations which law enforcement needed for evidence.
Huawei's ITS solution included a traffic surveillance center, traffic violation monitoring, intelligent vehicle detection and recording, and signal transmission systems. The solution incorporates a variety of proven technologies including image processing, motion detection, license plate recognition, remote data communications, and database storage. It can automatically record traffic violations around the clock, intelligently recognize traffic violations, and take snapshots of the entire violation process. It can also generate alarms when detecting blacklisted or suspect vehicles, and support real-time surveillance and tracking of vehicles.
The ITS solution gathers a wide range of road traffic information via traffic violation and monitoring systems deployed at 30 major intersections and 8 road sections at the city limits.

This scientific data helps optimize the flow of traffic based on vehicle data statistics to make traffic management more intelligent and efficient. It also enables police agencies to collect evidence for incident investigation and law enforcement. By doing so, the system has helped reduce the workload of police officers, save labor costs, decrease traffic violations, and ensure that transportation moves smoothly on the roadways.
According to the Minister of Internal Affairs of Moldova, the ITS solution had reduced traffic accidents by 40%, accident deaths by 60%, and damage to vehicles by 45% since its rollout.
